Gov. Nathan Deal has asked fellow Republicans to move slowly on eliminating state income tax in favor of a higher sales tax for fear of alarming bond investors. Georgia is one of only 8 states to have an AAA bond rating, which means lower interest rates. The state borrows around $1 billion each year through bonds.
