The Obamacare replacement proposed by House leaders and the new secretary of health and human services would cut the ACA provisions that have helped more than 11 million gain Medicaid coverage and would cut Medicaid over all as well. The Republicans would also eliminate income-based Obamacare subsidies that help families buy affordable insurance.
